Ingrid Cruz teaches robotics at Scotlandville Middle Pre-Engineering Academy in Baton Rouge, La. The American Federation of Teachers union filed a complaint alleging U.S. recruiting firms held the visas of hundreds of Filipino teachers to get them to pay inflated fees, commissions and rents.
