North Korea agrees to return to talks

BEIJING (Reuters) – North Korea agreed on Tuesday to return to stalled six-party talks on ending its nuclear programs some three weeks after staging its first nuclear test and a US envoy said he expected “substantial progress.”
In an informal meeting in Beijing, North Korea, the United States and China agreed to resume talks in the near future at a time convenient for all six parties, the Chinese Foreign Ministry said on its Web site. (more…)

Japan said on Monday it will not dump toxic wastes in the Philippines unless the Arroyo government would allow it. In a statement, the Japanese Embassy in Manila neither confirmed nor denied that the free trade agreement signed between the Philippines and Japan contains a provision on the importation of wastes to the country.
